Pool prices by municipality around Lisbon

Cascais and the higher parts of Sintra (Belas, Beloura, Linhó) are the most expensive — up to €55,000 for an 8 × 4 m concrete pool — because of ground conditions and access. Almada and the Sintra railway line sit at the lower end, from about €26,000.

What you pay for, line by line

In a serious quote, structure and finish are the biggest share; equipment (pump, filter, disinfection) costs €2,000–€6,000; and comfort extras — heating and a cover — can add as much again as a small pool itself.

What pushes the price up

  • Rock. The biggest unknown. In Sintra, opening the pit alone can take weeks. Ask for the price per cubic metre of rock before you sign.
  • Difficult access. Without room for a backhoe and a lorry, the dig is done with small machines and takes longer.
  • Sandy or unstable soil. On the south bank, shoring and compaction add €800–€3,000.
  • High water table. Near the Óbidos lagoon or on low-lying land, drainage and a hydrostatic valve are effectively mandatory.
  • A small pool. Fixed costs (plant room, design, mobilisation) are spread over fewer square metres: a 6 × 3 m pool costs more per m² than an 8 × 4 m one.
  • Infinity edges, full-width steps, free-form shapes. More structure, more hydraulics and more specialist labour.

Costs many quotes leave out

  • 23 % VAT. Portugal's reduced 6 % rate for home building works explicitly excludes pools (VAT Code, List I, item 2.27). Many suppliers quote before VAT — always check.
  • Higher IMI. A pool raises the property's tax value and therefore your annual IMI (municipal property tax). The permits and property-tax guide shows how.
  • Filling. An 8 × 4 m pool with an average depth of 1.4 m takes about 45,000 litres of water.
  • Electricity supply. A heat pump may require a higher contracted power level.
  • First-year chemicals and fine-tuning the equipment at start-up.

What a pool costs to run each year

A pool typically costs €600–€1,600 a year in electricity, chemicals and water if you look after it yourself. The cost of professional maintenance depends on the pool's size, how often it needs a visit and its equipment, so our team quotes each pool individually, free and with no obligation.

How to compare pool quotes

Two quotes with the same total can hide very different pools. A serious quote separates at least these lines:

  1. Excavation, with a separate price for rock (per m³)
  2. Structure: method, thickness and reinforcement
  3. Waterproofing: system and its own warranty
  4. Finish: material, colour and price per m²
  5. Equipment: make and model of pump, filter and disinfection
  6. Coping and surrounding area
  7. Design, fees and who handles the municipal application
  8. Start-up, handover and a written warranty
  9. Whether VAT is included
  10. A payment schedule tied to completed stages

When to ask for quotes

A concrete pool takes 8–12 weeks on site, plus curing and permits. Requesting quotes between September and January leaves time for design, the câmara and the build before summer; a build that starts in May rarely finishes in time. Builders also have more availability outside the high season.

Frequently asked questions

How much does a 6 × 3 m pool cost in Portugal?

About €16,000–€24,000 as an installed fibreglass shell and €22,000–€35,000 in concrete, turnkey, around Lisbon, before extras such as heating or a cover.

How much does a turnkey 8 × 4 m pool cost?

Roughly €30,000–€50,000 in concrete, €25,000–€42,000 in block with a reinforced liner and €20,000–€32,000 in fibreglass. In Cascais and upper Sintra a concrete pool can reach €55,000.

What is the cheapest type of pool to build?

Up to about 9 m, an installed fibreglass shell or steel-panel kit is usually the cheapest option, provided the garden has access for a lorry and crane.

Fibreglass or concrete: which is better value?

Fibreglass is quicker and cheaper in standard sizes; concrete allows any shape and lasts 30–50 years. For a bespoke, large or infinity pool, concrete is the usual choice.

Do the prices include VAT?

The figures in this guide are approximate and include VAT. Pool construction pays the standard 23 % rate, and many suppliers quote before VAT — always check the quote.

How much does pool maintenance cost per month?

It depends on the pool's size, how often it needs a visit and its equipment, so our team quotes professional maintenance per pool, free and with no obligation. Looked after by the owner, a pool costs about €600–€1,600 a year in electricity, chemicals and water.
